This is how those target spell cards work they go on the stack after/above the cards they target, so as you work your way down the stack they will apply their effects before that targeted spell does and if their effect is to remove that target from the stack prematurely, then it will never get to resolve at all
Even if one Finale of Promise cast for three would bring all your Arclight Phoenixes back, it doesnt make up for the times when the card does nothing because of graveyard hate, or rots in your hand while youre mana-light
They aren't sacrificed or destroyed, so you can't get around it with Indestructible or not being able to sacrifice things
